Vrell

Vrell: An ancient and legendary race that most people believe to be either long extinct or to have simply left the galaxy. No human has ever seen a Vrell. From the often conflicting descriptions given by other races, they probably looked a lot like dragons (of one variety or another).

The Vrell are responsible for the original network of portals found throughout the galaxy, including not only most of the currently working portals, but also an even older (and mostly dormant) network.

The Vrell also established the one hundred mausoleum (e.g., Hesnarj worlds scattered throughout the galaxy, as well as creating a smaller network of portals hidden in the atmospheres of gas giant planets occupying the same star systems as the mausoleum worlds. At present, the Clarkesons appear to have sole knowledge of this other portal network.
